Requires Governor's emergency orders or regulations issued 60 or more days after a state of emergency proclamation to be approved by a concurrent resolution of the Legislature before taking effect.

Allows orders and regulations issued within the first 60 days of a state of emergency to take effect immediately upon issuance without legislative approval.

Applies the legislative approval requirement only to orders issued pursuant to Sections 8571 and 8627.5 of the Government Code.

Maintains existing law that all emergency orders and regulations cease to have force or effect when the state of emergency is terminated by gubernatorial proclamation or legislative concurrent resolution.
