Requests the California Council on Science and Technology to develop and complete a report within 12 months of contracting that provides an implementation strategy for achieving California's organic waste, climate change, and air quality mandates and goals.

Requires the report to include a science-based assessment of benefits and impacts of different organic waste end uses, identification of regulatory barriers to beneficial reuse, and recommendations on policy and funding support.

Mandates state agencies conduct at least one public meeting and publish the draft implementation strategy on their website at least 30 days before the meeting to gather public comments after the Council provides the report following peer review.

Requires the implementation strategy to address short-lived climate pollutants, 2030 greenhouse gas emissions limits, air quality standards, and the goal of reducing at least 5,000,000 metric tons of greenhouse gas emissions yearly through compost application on working lands.

Sunsets the section on January 1, 2027.
