Allocates 5% of greenhouse gas allowance revenues to electrical corporations annually from July 1, 2022 through June 30, 2027 for the Environmental Justice Community Resilience Hubs Program.

Requires a single third-party administrator selected by the Public Utilities Commission to award competitive grants to critical community institutions in disadvantaged or vulnerable communities for building upgrade projects including energy efficiency, solar, storage, and resilience improvements.

Mandates the third-party administrator be selected by March 1, 2023, with the program operational and accepting applications by July 1, 2023; limits administrative and outreach costs to no more than 10% of allocated funds.

Requires the PUC to establish eligibility criteria, local hiring requirements, wage standards, apprenticeship partnerships, and workforce standards to ensure economic benefits to disadvantaged communities.

Ensures program funds from each utility are used only for projects in that utility's service territory and prohibits duplicative funding from other energy programs.
