Expands California College Promise fee waiver eligibility to include part-time students (6-11 semester units) in addition to full-time students enrolled at community colleges.

Explicitly includes formerly and currently incarcerated students as eligible "first-time students" for fee waivers, defining incarceration as detention in city/county jails, juvenile facilities, mental health facilities, Division of Juvenile Justice facilities, or Department of Corrections and Rehabilitation facilities.

Updates funding formula considerations to include both full-time and part-time equivalent students when distributing California College Promise funds to community college districts.

Requires the Chancellor's office to submit a report by July 1, 2024 evaluating whether California College Promise funding is meeting legislative goals.

Establishes this as a state-mandated local program, requiring reimbursement to community colleges for any costs mandated by the state under Part 7 of Division 4 of Title 2 of the Government Code.
