Enacts the Excellence in Recovery Residence Housing Act to establish guidelines and standards for recovery residence housing for individuals with substance use disorders.

Requires the Secretary of California Health and Human Services to develop and publish consensus-based guidelines and nationally recognized standards by January 1, 2023, in consultation with recovery residence providers, disability advocates, and relevant organizations.

Directs the secretary to request UCLA to conduct a study on the availability of high-quality recovery residence housing and state, tribal, and local regulation of such residences, with a report due to legislative health committees by January 1, 2023.

Requires UCLA's report to include recommendations on state and local policies to promote recovery residence availability, improve data collection and quality metrics, eliminate restrictions excluding individuals on prescribed opioid use disorder medications, and ensure naloxone (opioid overdose reversal medication) availability.

Establishes that guidelines and standards should build on federal best practices from the Substance Abuse and Mental Health Services Administration and use language distinguishing recovery residence housing from addiction treatment.
