Establishes the Environmental Equity Principles Funding Framework requiring environmental bonds approved after January 1, 2022, and certain state funds to incorporate equity principles in administration of funds.

Defines "disproportionately affected communities" as disadvantaged communities, low-income communities, areas in the most disadvantaged 25 percent statewide, communities with 75 percent of students eligible for free/reduced meals, and communities on federally recognized California Native American tribal lands.

Requires a minimum of 40 percent of funding from bonds and funds subject to this division be allocated to disproportionately affected communities.

Mandates state agencies administering competitive grant programs include partnerships with community stakeholders, prioritize disproportionately affected communities, prohibit funding projects that shift environmental burdens, provide capacity building and technical assistance, and require high-wage job creation complying with all labor and environmental standards.

Requires state agencies to make findings that grant program guidelines meet the division's requirements and submit findings to the appropriate bond oversight committee before approving grants or contracts.
