Requires the Strategic Growth Council to establish up to 12 regional climate change authorities by January 1, 2023 to coordinate climate adaptation and mitigation activities across regions.

Mandates the council develop guidelines for regional climate change authorities that account for regional differences, ensure applicability statewide including underresourced communities, and prioritize existing regional adaptation collaboratives.

Authorizes regional climate change authorities to conduct capacity-building and technical assistance activities, support development and implementation of regional adaptation and mitigation plans, facilitate best practice sharing, and administer grants to local agencies and stakeholders.

Requires regional climate change authorities to submit annual reports to the council detailing participating agencies and stakeholders, activities conducted, meetings held, expenditures, and recommendations for state agency support.

Grants regional climate change authorities powers to apply for grants, enter contracts, establish joint power agreements, hire staff, and establish governance procedures that accommodate regional needs and include local elected officials and community-based organizations.
