Extends the $4 penalty assessment on Vehicle Code and local ordinance violations (except parking offenses) until December 31, 2022, with collection continuing through December 31, 2023 to fund emergency medical air transportation services.

Establishes a supplemental payment program effective January 1, 2023, requiring the Department of Health Care Services to increase Medi-Cal reimbursement for emergency medical air transportation services up to normal and customary charges.

Directs that 20 percent of Emergency Medical Air Transportation and Children's Coverage Fund revenues offset state Medi-Cal reimbursement rates, while 80 percent augments emergency medical air transportation provider payments.

Makes the supplemental payment program inoperative if federal Centers for Medicare and Medicaid Services denies approval, the Legislature fails to appropriate funds, or litigation results in financial disadvantage to the state.

Took effect immediately upon Governor approval on October 4, 2021, as an urgency statute.
