Establishes a pilot program under the Employment Training Panel to serve small business employment training needs using community college contract education centers.

Requires the pilot program to support workforce upskilling, strengthen links between higher education and employers, enhance connections with small business assistance centers, and gather real-time information on small business training requests.

Mandates the Employment Training Panel consult with the Chancellor's Office of the California Community Colleges, Governor's Office of Business and Economic Development, Labor and Workforce Development Agency, and California Workforce Development Board in developing the program.

Requires all pilot program data be entered into the Employment Training Panel's data tracking system and submission of progress reports to the legislature at six months after initial funding and by October 1, 2022.

The pilot program sunsets and is repealed on January 1, 2026; implementation requires legislative appropriation.
