Requires the Secretary of Transportation to implement a Safe and Clean Truck Infrastructure Program supporting construction and operation of zero-emission medium- and heavy-duty vehicle parking, electric vehicle charging, and hydrogen refueling infrastructure on public and private properties.

Mandates the Secretary of Transportation to conduct an assessment by January 1, 2025 identifying regional zero-emission truck parking and refueling deficiencies, charging and hydrogen refueling strategies for freight transportation systems, and locations for zero-emission truck-only lanes or routes.

Requires the California Transportation Commission to identify freight corridors for zero-emission vehicle deployment, including short- and long-term electric vehicle charging and hydrogen refueling strategies and regional parking and refueling gaps in the Clean Freight Corridor Efficiency Assessment due December 1, 2023.

Makes zero-emission truck parking and supporting electric vehicle charging and hydrogen refueling networks identified by the Secretary of Transportation eligible for funding from the Trade Corridors Enhancement Account and federal highway freight program funds allocated by the California Transportation Commission.
