Requires California Community Colleges to adopt a common course numbering system for all general education requirement courses and transfer pathway courses by July 1, 2024.

Mandates each community college campus incorporate common course numbers into its catalog by July 1, 2024, ensuring comparable courses across all community colleges have identical numbers.

Directs the system to be student-facing and based on the Course Identification Numbering System (C-ID), starting with existing C-ID courses and expanding to general education and transfer pathway courses.

Allows community colleges to use the same alphabetical and numerical identifiers as C-ID course descriptors for courses with existing descriptors, and authorizes faculty to develop new C-ID descriptors for courses not yet included.

Establishes that if the Commission on State Mandates determines this bill creates state-mandated costs, reimbursement to local agencies shall be made under Government Code Part 7.
