Requires the State Department of Education to conduct a statewide cost study by October 1, 2022, to determine adequate funding levels for expanded learning programs to meet current health and safety needs and state quality standards.

Mandates establishment of a statewide expanded learning stakeholder advisory group including representatives from the Legislature, state agencies, local educational agencies, community-based organizations, families, and pupils to develop funding and coordination recommendations.

Directs the advisory group to make recommendations on adequate funding amounts for publicly funded expanded learning programs, coordination to promote equity, and processes for adjusting funding in future years.

Appropriates $600,000 from the General Fund to the department to conduct the cost study and convene the advisory group, with authorization to contract with qualified entities to perform these duties.

Declares the act an urgency statute to take effect immediately to support school reopening and pupil recovery from COVID-19 closures.
