Waives mandatory systemwide tuition and fees at UC, California State University, Hastings College of the Law, and California Community Colleges for surviving spouses and children of licensed physicians, licensed nurses, and first responders who died of COVID-19 during the state of emergency (March 4, 2020, until Governor lifts the emergency).

Surviving children must be enrolled as undergraduate students, meet income requirements not exceeding Cal Grant A thresholds, and were California residents during the COVID-19 pandemic; surviving spouses have no income limit requirement.

Surviving children are eligible for fee waivers until age 30, and surviving spouses are eligible until January 1, 2033.

Requires postsecondary institutions with websites to provide prominent online notice and direct links to applications for these fee waivers on their financial aid pages.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made through existing statutory procedures.
