Requires the Legislative Analyst's Office to review materials submitted to the High-Speed Rail Authority and documents the authority requests from contractors, consultants, or external parties for oversight purposes.

Directs the Legislative Analyst's Office to provide independent oversight and recommendations to legislative policy and budget committees regarding the high-speed rail system and statewide shared mobility systems development.

Mandates the Legislative Analyst's Office to assess the reliability of the system's estimated costs, schedule, and revenue, and ensure the authority identifies and manages risks.

Requires the High-Speed Rail Authority and its contractors to provide requested information to the Legislative Analyst's Office and permit its representatives to attend the authority's internal meetings.

Repeals these oversight requirements on January 1, 2031.
