Authorizes certified phlebotomy technicians to collect blood through a peripheral venous catheter under specified conditions, including general supervision by a physician and surgeon and use of FDA-approved devices.

Requires a minimum of three hours of training conducted by the supervising physician or their delegate in proper procedures for peripheral venous catheter blood collection, with standardized training procedures developed and approved by the facility.

Prohibits certified phlebotomy technicians from managing, stopping, or restarting intravenous infusions, or inserting or removing peripheral intravenous catheters, and prohibits withdrawal through peripherally inserted central catheters or central venous catheters.

Requires facilities to develop and approve blood collection procedures or protocols through their supervising physician and surgeon or licensed clinical laboratory director before technicians perform peripheral venous catheter collections.

Permits only registered nurses to be delegated supervision duties for peripheral venous catheter blood collection procedures, with physicians and nurses able to restrict or limit a technician's ability to collect from a patient's catheter.
