Prohibits California Community Colleges and California State University from inviting sponsored professors employed by colleges or universities funded by countries that have received adverse International Court of Justice judgments regarding destruction of cultural heritage artifacts or sites; requests University of California comply voluntarily.

Defines "sponsored professor" as a person participating in teaching, research, or public service activities for more than 10 consecutive days in collaboration with employees or students at California higher education institutions.

Prohibits publicly funded California museums from displaying, sending, or receiving any country-funded items or artifacts if that country has received an adverse International Court of Justice judgment regarding cultural heritage destruction.

Authorizes publicly funded California museums to prohibit display of items or artifacts that are suspiciously country-funded by nations with adverse International Court of Justice judgments on cultural heritage destruction.

Establishes legislative findings that cultural heritage destruction relates to genocide and that California's universities and museums provide significant soft power leverage that should be used to prevent and punish such destruction.
