Expands the State Department of Social Services' duty to ensure foster care facilities accord children and nonminor dependents their personal rights to include facilities where the Office of Refugee Resettlement places children.

Expands the Office of the State Foster Care Ombudsperson's authority to investigate and resolve complaints to include children placed by the Office of Refugee Resettlement in regulated residential facilities and homes.

Requires care providers to give school-age foster children an age-appropriate orientation explaining their rights under Section 16001.9 of the Welfare and Institutions Code.

Requires facilities with six or more children to post foster children's rights as developed by the Office of the State Foster Care Ombudsperson, including the ombudsperson's telephone number.

Incorporates conforming amendments to Section 16164 if Assembly Bill 317 is also enacted, with operative provisions depending on the order of enactment.
