Establishes a new "8-letter license plate" program allowing registered owners and lessees of passenger vehicles, commercial vehicles, motorcycles, trailers, and semitrailers to obtain customized license plates with up to eight characters.

Imposes a $48 fee for initial issuance of 8-letter license plates and a $38 annual renewal fee, with an additional $38 transfer fee when plates are moved to another vehicle.

Creates the Natural and Agricultural Open Space and State Recreational Support Fund to receive all revenue from the 8-letter license plate program fees.

Requires the Department of Motor Vehicles to refuse combinations of letters or numbers that are offensive, misleading, or duplicate existing plates, with provisions for administrative hearings on cancellations.

Directs fund revenues to be allocated equally among three purposes: open-space land programs, assistance to California fairs and agricultural associations, and support for the Department of Parks and Recreation.
