Strategic Growth Council must complete a comprehensive report by July 1, 2023 assessing barriers to greenhouse gas emissions reduction targets and recommending state, regional, and local actions to achieve sustainable communities strategies.

State Air Resources Board reports on metropolitan planning organization progress toward greenhouse gas emission reduction targets must be developed in consultation with stakeholders and submitted to specified legislative committees every four years.

Local agencies must submit reports to metropolitan planning organizations within one year of strategy acceptance describing implementation actions taken and identifying barriers to further implementation, with no effect on local land use authority.

Office of Planning and Research must develop guidance by July 1, 2023 for establishing "15-minute communities" where residents can access essential services within a 15-minute bicycle ride or public transit ride.

Department of Transportation must submit a proposal by January 1, 2023 for a pilot program establishing branded, numbered bicycle highways in two major metropolitan areas, with progress reports to the Legislature due by July 1, 2026.
