Extends tied-house restriction exceptions to allow removal and restocking of distilled spirits and wine in single-serve containers (50-355 mL for spirits, 187-355 mL for wine) from retail premises, matching existing exceptions for beer.

Permits licensees to stock single-serve containers of distilled spirits and wine onto permanent shelves, fixtures, and refrigerated boxes for regular inventory replenishment, previously limited to beer only.

Defines "single-serve containers" as containers intended to be consumed without mixing with other substances, within federal regulatory standards under 27 CFR Sections 5.47a and 4.72.

Takes effect immediately as an urgency statute to address economic impacts from the COVID-19 pandemic and ensure compliant stocking practices for alcoholic beverages.
