Increases the minimum percentage of charity day racing proceeds that must go to horse racing industry charities from 30% to 40%

Maintains existing 5% distribution to a welfare fund for backstretch workers and 5% to a nonprofit assisting horsemen affected by substance abuse

Maintains existing 20% distribution to a nonprofit corporation or trust that provides endowment funds and assistance to qualified disabled jockeys

Requires the disabled jockey fund to give proportional preference to jockeys disabled in California or those licensed by the California Horse Racing Board
