Establishes the Cooperative Education Reskilling and Training Pilot Program at MiraCosta Community College to create educational pathways, microcredentials, cooperative learning opportunities, and targeted job fairs through a North County San Diego Consortium for Educational Partnerships.

Requires the pilot program to offer 11 not-for-credit work skill training courses completable in 3 to 6 months, including automation control systems, biomedical equipment technician, craft brewing, electronic assembly, engineering technician, HVAC systems, industrial technician, machinist technology, phlebotomy, unmanned systems, and welding.

Includes design and implementation of not-for-credit career readiness training offered in conjunction with or before enrollment in the work skill training courses.

Appropriates $5,000,000 from the General Fund to the Chancellor for allocation to MiraCosta Community College for program development and implementation.

Requires the Chancellor's office to submit a report to the Legislature by January 1, 2024, on program implementation and repeals the article on January 1, 2025.
