Exempts egress route projects from California Environmental Quality Act (CEQA) requirements if undertaken by public agencies to improve emergency access and evacuation from subdivisions lacking secondary egress routes, effective until January 1, 2029.

Applies only to subdivisions identified by the State Board of Forestry and Fire Protection in high or very high fire hazard severity zones where the Board has recommended a secondary access.

Requires 15 conditions be met including: no wetlands or riparian areas affected, compliance with species protection laws, consultation with Department of Fish and Wildlife, use of registered professional forester for substantial tree removal, and compliance with best management practices.

Mandates lead agencies hold a noticed public meeting before determining exemption and file a notice of exemption with the Office of Planning and Research and county clerk.

All roads comprising the egress route must remain publicly accessible to vehicular traffic at all times.
