Amends Section 12012.85 of the Government Code to expand the scope of the Office of Problem Gambling's funding from the Indian Gaming Special Distribution Fund.

Changes second-priority funding language from "problem gambling prevention programs" to "developing and providing, for the people of California, quality statewide prevention and treatment programs and services to address gambling disorder."

Relocates the Office of Problem Gambling from the State Department of Alcohol and Drug Programs to the State Department of Public Health.

Maintains the existing priority funding structure: first priority for Indian Gaming Revenue Sharing Trust Fund shortfalls, second priority for the Office of Problem Gambling, third priority for regulatory costs, and fourth priority for local government agencies impacted by Indian gaming.
