Extends the deadline for local transportation agencies to report STA-eligible operators to the Controller from June 15 to within 7 months after the end of each fiscal year.

Eliminates the Controller's requirement to submit an annual report to the Legislature on local transportation fund revenues and expenditures, replacing it with publication of data on the Controller's website by November 1 each year.

Extends the deadline for the Controller to apportion or transfer at least 90% of monthly Highway Users Tax Account deposits from the 2nd working day to the 7th working day after the 28th of each month.
