Prohibits cities and counties from imposing or collecting restaurant business license fees from January 1, 2020 to December 31, 2021, and requires refunds of any fees collected during that period.

Waives specified permanent alcoholic beverage license application fees, annual renewal fees, and surcharges for applications submitted between January 1, 2020 and January 1, 2022, and requires the Department of Alcoholic Beverage Control to refund previously paid fees.

Waives interim operating permit fees for alcoholic beverage licenses from January 1, 2020 to December 31, 2021, and requires refunds of any fees already paid.

Requires local health enforcement agencies to waive or refund permit fees for food facility issuance and renewal from January 1, 2020 to December 31, 2021.

Allows the Department of Alcoholic Beverage Control to adjust annual renewal fees for specified restaurant and bar license types on or after January 1, 2022, as if adjustments had been made on January 1, 2020 and 2021.
