Requires health care service plans and health insurers to permit confidential communication requests for all medical information (not just sensitive services) in the form, format, or location requested by subscribers, enrollees, or insureds, effective July 1, 2022.

Prohibits health care service plans and health insurers from requiring protected individuals to obtain policyholder authorization to receive sensitive services or submit claims for sensitive services if the protected individual has the right to consent to care.

Mandates that all communications regarding a protected individual's receipt of sensitive services be directed directly to that individual, not to the policyholder or other enrollees, and prohibits disclosure of such information without express written authorization.

Requires health care service plans and health insurers to notify subscribers, enrollees, and insureds about their right to request confidential communication, including providing this information in evidence of coverage documents and on internet websites with accessible hyperlinks.

Implements confidential communication requests within 7 calendar days for electronic or telephonic requests, or within 14 calendar days for mail requests, with the plan or insurer required to acknowledge receipt and status updates.
