Suspends specified Cal Grant Program eligibility requirements related to time limits and age during the COVID-19 state of emergency, becoming inoperative July 1, 2023 and repealed January 1, 2024.

Allows applicants for Cal Grant A and B awards in 2021–22 and 2022–23 academic years to submit applications one additional year later than normally required (by March 2 of the second academic year after high school graduation instead of first).

Increases age eligibility for California Community College Transfer Cal Grant awards from under 28 years old to under 29 years old for applications submitted in 2021–22 and 2022–23 academic years only.

Permits students who attended California community college in 2019–20 to use California Community College Transfer Cal Grant awards for 2021–22 and 2022–23 academic years, waiving the requirement to have attended in the immediately preceding academic year.

Takes effect immediately as an urgency statute due to COVID-19 pandemic disruption of students' educational plans.
