Adds supervised tutoring for foundational skills and degree-applicable and transfer-level courses to the list of noncredit community college courses eligible for state apportionment funding.

Requires the California Community Colleges Board of Governors to adopt regulations authorizing supervised tutoring by July 31, 2023, ensuring compliance with Section 78213.

Modifies terminology in Section 84757 to replace "basic skills" with "foundational skills" and "remedial" with "pretransfer-level" in references to community college courses.

Includes a contingency provision that Section 1.5 becomes operative only if both this bill and Assembly Bill 2973 are enacted and this bill is enacted after AB 2973.
