Prohibits the California Department of Transportation from charging administration indirect cost recovery for wildlife crossing projects that receive private funding for more than 50% of project costs through June 30, 2024.

Requires the department to charge only functional overhead costs to wildlife crossing projects meeting the 50% private funding threshold.

Mandates the department report to the Legislature by July 1, 2024 on private funding invested in wildlife crossing projects for fiscal years 2020–21 through 2023–24.

Becomes inoperative on July 1, 2024 and is repealed as of January 1, 2025.
