Allows appointing powers to request a separate list containing only candidates from the Limited Examination and Appointment Program (LEAP) for persons with disabilities, plus reemployment and State Restriction of Appointment lists, instead of a combined list with all eligible candidates.

Permits hiring managers to use the separate LEAP list to notify individuals of job opportunities, screen applications for eligibility, and hire from qualified applicants whose names appear on the list.

Requires the Department of Human Resources to create a referral list of persons with disabilities meeting eligibility criteria and minimum qualifications, which shall be combined with other employment lists unless the appointing power requests the alternative procedure.

Authorizes the State Personnel Board to adopt or amend regulations to ensure the alternative procedures are implemented consistently with merit principles and the California Constitution.

Restores departments' ability to obtain and use a separate LEAP eligibility list to select and hire qualified individuals with disabilities, a practice available before 2018.
