Requires state agencies to stop sending outgoing mail containing full social security numbers to individuals no later than January 1, 2023, unless the number is truncated to its last four digits.

Establishes exceptions allowing full social security numbers in mail when federal law requires it, documents are sent to current or prospective state employees, documents are being returned by certified mail, the Controller is returning previously submitted documents, or in response to valid requests for personal information access.

Requires each state agency mailing social security numbers (other than permitted exceptions) to report to the Legislature by September 1, 2021 regarding when and why it does so, with agencies unable to comply submitting annual corrective action plans.

Makes agency reports and corrective action plans confidential and exempt from disclosure under the California Public Records Act.

Takes effect immediately as an urgency statute to protect unemployment insurance claimants from identity theft and fraud.
