Requires products labeled "compostable" or "home compostable" to meet ASTM standards or obtain third-party certification from department-approved entities by January 1, 2024.

Prohibits sale or offering for sale of products labeled "biodegradable," "degradable," or "decomposable" unless they meet specified environmental standards or qualify for exceptions.

Requires compostable products to be allowable organic inputs under the USDA National Organic Program by January 1, 2026, with department authority to adopt bifurcated collection regulations or grant five-year extensions.

Exempts fiber products containing no plastics or polymers from ASTM standard compliance and authorizes department to regulate labeling to distinguish compostable products and enable efficient processing by waste facilities.
