Counties must ensure local assistance centers are accessible to people with access and functional needs, including homeless individuals, and provide accessible notifications and diverse communication services.

Counties must designate, prearrange, and procure space to shelter and transport homeless populations during local and state emergencies and emergency evacuations, including extreme weather incidents.

Counties must integrate transportation and sheltering plans into their emergency plans that ensure shelters and assistance centers are accessible to homeless populations and include trained service providers for outreach and engagement.

Counties must enter into agreements with transportation agencies to transport homeless populations to shelters and local assistance centers during local or state emergencies.

If the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement to local agencies shall be made pursuant to existing state law provisions.
