Beginning January 1, 2025, the State Air Resources Board shall consist of 14 voting members: 11 elected by district voters and 3 appointed by the Governor, Senate Pro Tempore, and Speaker of the Assembly.

Eleven districts shall be established by January 1, 2023, with substantially equal populations based on the most recent federal decennial census, and redistributricted within one year after each subsequent census.

Elected state board members serve four-year terms commencing January 1 following statewide elections, with the first election in 2024, and are limited to a maximum of three terms each.

The state board must conduct a 60-day public comment period and hold at least four public hearings before adopting district boundaries and maps, and shall reconsider any substantially revised boundaries with additional public input.

Elected state board member positions are nonpartisan offices under Elections Code provisions, vacancies are filled by the Governor within 30 days, and elected members may be recalled pursuant to Elections Code Chapter 1.
