Establishes the Pathways Through Pandemics Task Force within the California Health and Human Services Agency to study COVID-19 pandemic lessons and develop strategies for future pandemics.

Task force shall convene state departments, local governments, private sector, and nonprofit entities to discuss pandemic response issues including testing and vaccine distribution, disproportionate impacts on communities of color, and misinformation affecting vaccination rates.

Requires task force to develop best practices for equitable pandemic response including equitable distribution of testing, vaccines, personal protective equipment, education outreach to ethnic minorities, and access to safety net programs.

Task force shall be chaired by the Secretary of California Health and Human Services and comprised of nine members including representatives from health organizations, northern and southern California counties, rural counties, and ethnic minority representatives with health equity experience.

Task force must report findings to the Legislature by December 1, 2024, and the task force is automatically repealed on January 1, 2025.
