Requires the Sacramento Area Council of Governments (SACOG) to develop and administer the Green Means Go Grant and Loan Program upon legislative appropriation to award competitive grants and revolving loans to cities, counties, and special districts in the Sacramento region.

Eligible projects must be located within or benefit "green zones" (areas planned for infill development and identified as center/corridor or established communities in SACOG's Metropolitan Transportation Plan) and support accelerating infill development and infrastructure improvements.

Mandates SACOG to submit annual reports to the Legislature beginning November 1, 2023, describing program development, administration, moneys awarded, and status of funded projects.

Declares this special statute necessary because SACOG is the only metropolitan planning organization whose State Air Resources Board greenhouse gas emissions reduction target is conditioned on funding and implementing the Green Means Go pilot project.

Exempts the bill from state reimbursement requirements under the California Constitution because any local agency costs result from programs they requested.
