Maintains the Board of Parole Hearings at 17 commissioners (not increased to 21 as originally proposed) appointed by the Governor and subject to Senate confirmation for three-year staggered terms.

Expands diversity requirements to include sexual orientation and gender identity alongside existing racial, economic, and geographic representation criteria.

Requires at least 4 commissioners beginning July 1, 2022, to have specialized backgrounds including geriatric medicine, trauma psychology, social work with incarcerated individuals, drug treatment counseling, reentry services, immigration law, transgender peer counseling, or prior incarceration experience.

Requires at least 60% of commissioners to meet one of the specified criteria beginning July 1, 2024.
