Ratifies three tribal-state gaming compacts between California and the Cahto Tribe of the Laytonville Rancheria, Resighini Rancheria, and Sherwood Valley Rancheria of Pomo Indians of California, executed pursuant to the federal Indian Gaming Regulatory Act of 1988.

Exempts the execution of these compacts and related amendments from California Environmental Quality Act (CEQA) requirements as a deference to tribal sovereignty.

Exempts intergovernmental agreements between tribes and county or city governments, or between tribes and state agencies, that are negotiated under the authority of the ratified compacts from CEQA requirements.

Exempts on-reservation impacts of compliance with the terms of the ratified compacts from CEQA project requirements.

Preserves CEQA requirements for cities, counties, the Department of Transportation, and other state agencies outside the scope of the exemptions provided in this section.
