Requests the University of California Regents to adopt systemwide admissions protocols effective for the fall 2023 admission cycle, with protocols to be established by February 1, 2022.

Prohibits consideration of applicants' family or personal relationships to UC staff or faculty in admissions decisions and bans communication between UC development offices and admissions offices regarding applicants.

Requires at least two qualified reviewers (one from outside athletics) to verify athletic talent of prospective student athletes and mandates tracking of recruited athletes' sport participation for at least one year.

Directs the UC Office of the President to conduct annual audits of undergraduate admissions at two campuses per year, reviewing all UC campuses every five years, with audit results made public within 100 days.

Requires annual reports to legislative budget, appropriations, and education committees detailing athletic talent verification protocols, admission by exception rationales, student athlete attrition data, and documentation of donations to athletic programs.
