Grants student members of community college district governing boards an advisory vote cast immediately before regular members vote on measures.

Allows student members to make and second motions, attend closed sessions (except personnel and collective bargaining matters), and serve terms commencing May 15 each year, all at the discretion of the governing board.

Requires the Chancellor of the California Community Colleges to convene a workgroup by June 1, 2022, including representatives from the Chancellor's office, Community College League of California, Student Senate for California Community Colleges, and governing board members to examine student participation on boards.

Mandates the workgroup submit a report by June 1, 2023, to the Chancellor's office and Legislature with findings and policy recommendations regarding student member compensation, voting privileges, and pathways toward providing full voting rights to student members.

Provides that student members receive mileage allowance but are not entitled to regular board member compensation, and are not liable for governing board actions.
