Authorizes the State Department of Public Health to rotate PPE in the stockpile by selling it to nonprofit agencies, local governments, or providers.

Allows the department to contract to purchase PPE on behalf of local governments or providers.

Requires nonprofit agencies, local governments, or providers that obtain PPE to reimburse the department for the costs.

Requires the department and Office of Emergency Services to establish a PPE stockpile on or before January 1, 2022, in coordination with other state agencies, upon appropriation and as necessary.

Mandates the department establish guidelines for procurement, management, and distribution of PPE informed by a Personal Protective Equipment Advisory Committee.
