Establishes a state goal that 100% of in-state sales of new passenger vehicles and light-duty trucks be zero-emission by 2035, consistent with Executive Order No. N-79-20.

Requires the State Air Resources Board to develop and adopt passenger vehicle and light-duty truck regulations requiring increasing volumes of new zero-emission vehicles sold in the state toward the 100% by 2035 target, to the extent consistent with state and federal law.

Removes previous provisions requiring manufacturers to meet tiered greenhouse gas emissions standards from 2023-2034, with corresponding civil penalties and an Equitable Access to Zero-Emission Vehicles Fund.

Contains legislative findings that mobile sources are responsible for approximately 80% of smog-forming nitrogen oxide emissions in California and disproportionately affect communities of color.
