Allows bicyclists to yield instead of stop at stop signs until January 1, 2028, requiring them to yield right-of-way to vehicles that have stopped or entered the intersection and to pedestrians before proceeding.

Requires motor vehicles to yield right-of-way to bicycles that have properly yielded and entered the intersection under the new rules.

Mandates the California Highway Patrol Commissioner submit a report to the Legislature by January 1, 2027, analyzing injury and fatal crash data, collision frequency and severity, and demographics of bicyclists involved in collisions.

Specifies the new bicycle yield rules do not affect liability of motor vehicle drivers for negligent or wrongful operation.

Establishes the new bicycle yield provisions as a temporary pilot program set to expire January 1, 2028, after which bicyclists must resume full stops at stop signs under existing law.
