Renames the Homeless Coordinating and Financing Council to the California Interagency Council on Homelessness and establishes dual leadership with the Secretary of Business, Consumer Services and Housing Agency and Secretary of California Health and Human Services Agency serving as cochairs.

Expands council membership by 5 members and creates an advisory committee including homeless survivors, local homelessness organization representatives, youth advocates, and current or formerly homeless individuals meeting at least twice yearly.

Requires state agencies administering homelessness programs to participate in council workgroups and task forces upon request and provide relevant program information to the council.

Establishes a Homeless Data Integration System to collect local homelessness data from continuums of care, with protections for health information and personal identifying information from public disclosure under California Public Records Act.

Mandates that grantees operating specified state homelessness programs enter required data elements into local Homeless Management Information Systems by January 1, 2023, with technical assistance and extensions available for compliance.
