Director of Emergency Medical Services Authority must convene an advisory task force within 30 days and quarterly thereafter to address ambulance patient offload delays.

Advisory task force must evaluate extending COVID-19 pandemic directives that alleviated ambulance offload delays and adopting technologies to improve hospital capacity visibility for EMS resource management.

Task force membership includes 11 positions representing urban and rural EMS agencies, fire departments, private providers, medical directors, and rank-and-file EMS personnel.

Director must transmit task force evaluations to the authority for inclusion in semi-annual reports to the Commission on Emergency Medical Services and submit findings to specified legislative committees by December 1, 2022.

Bill takes effect immediately as an urgency statute to address excessive EMS delays caused by the pandemic and threats from wildfires, earthquakes, and floods.
