CA AB1232

Exempts nonresident students enrolled in credit English as a Second Language (ESL) courses from paying nonresident tuition fees if they are recent immigrants, refugees, or asylees who settled in California upon entry and have resided in California for less than one year.

Applies the ESL tuition exemption only to credit ESL courses and only to students meeting the residency requirement of less than one year in California.

Incorporates conditional amendments from AB 1998 that would apply only if both bills are enacted and AB 1232 is enacted after AB 1998, with modifications to nonresident fee calculations and Western Undergraduate Exchange provisions.

Establishes that if the Commission on State Mandates determines this act contains state-mandated costs, reimbursement shall be made pursuant to Part 7 of Division 4 of Title 2 of the Government Code.

Became effective September 23, 2022.
