Creates the Joint Legislative High-Speed Rail Oversight Committee with 3 Senate members and 3 Assembly members to provide independent oversight of the high-speed rail project.

Committee duties include assessing reliability of cost, schedule, and revenue estimates; ensuring risks are identified and managed; and investigating economically wasteful or misconduct activities.

Requires the High-Speed Rail Authority to provide documents to the committee within 72 hours, including correspondence with contractors, change orders over $1 million, monthly status reports, and time impact analyses.

Authority must submit monthly reports on construction contract costs, right-of-way acquisition, utility relocation, design progress, and nonconformance reports to the oversight committee.

Allows the committee chairperson or designee to attend internal governance committee meetings and grants the committee subpoena power and authority to investigate high-speed rail program matters.
