Authorizes water and sewer system corporations to consolidate with failing or at-risk small community water systems or state small water systems identified by the State Water Resources Control Board.

Requires the Public Utilities Commission to approve or deny consolidation applications within 12 months (with possible extensions up to 4 months), with a $10,000 filing fee deposited into a new Consolidation For Safe Drinking Water Fund.

Allows consolidations valued at $5,000,000 or less to use a streamlined advice letter process with approval within 180 days (extendable up to 60 days) by the executive director or division director if uncontested.

Prioritizes consolidation cases where the small community water system or state small water system is subject to citations or compliance orders for failure to meet drinking water standards.

Requires adequate public notice and public participation opportunities for consolidation proceedings, and exempts non-regulated systems from needing commission authorization to consolidate.
