Exempts projects to construct or maintain infrastructure to charge or refuel zero-emission trains from California Environmental Quality Act (CEQA) environmental review requirements, provided the project is carried out by a public transit agency on property it owns or within an existing public right-of-way.

Requires 45 days advance public notice before the transit agency takes action on a zero-emission train charging/refueling project, including publication in newspapers, onsite/offsite posting, and direct mailing to contiguous and nearby property owners within one-fourth mile.

Requires the public transit agency to hold a noticed public meeting at least 30 days before taking action on the project and must consider any concerns raised at the meeting.

Applies existing CEQA exemptions to other transportation projects including pedestrian and bicycle facilities, transit prioritization projects, bus rapid transit service, and zero-emission transit bus charging infrastructure.
